What Belgian rules ask of a drone operator, and where we stand.

  1. Operator registration

    The rule

    Anyone flying a drone with a camera in Belgium registers as an operator with the aviation authority. The number goes on every drone. 4

  2. Pilot competencies

    The rule

    C1 drones like the Avata 2 need the A1/A3 online certificate. A C0 drone like the Mini 4 Pro needs none by law, though EASA recommends the course. 3

  3. Liability insurance

    The rule

    Belgium requires civil liability insurance for drone flights, except purely private flying under 900 g. A filming request in Brussels must include the certificate. 9

  4. Remote ID

    The rule

    Since 1 January 2024, C1 drones and every Specific-category flight broadcast remote ID: the operator number and the drone's position. C0 drones are exempt. 10

  5. Risk assessment

    The rule

    Flying over a crowd or above 120 m is outside the Open category. It needs an operational authorisation based on a risk assessment (SORA or PDRA). 11
